The US has formally requested a UN Security Council vote on Monday on tough new sanctions against North Korea despite resistance from China and Russian Federation, as Pyongyang's state media calls for a nuclear arms buildup.

China and Russian Federation expressed a desire to focus on coaxing Kim into negotiations, although China's top diplomat, Foreign Minister Wang Yi, said he agreed it is necessary to impose further sanctions on North Korea.

The US has called for a UN Security Council (UNSC) meeting to vote on a draft resolution to impose additional sanctions on North Korea. The draft with the proposed penalties has already circulated the council members on Wednesday.

One month after a ban on coal, iron and shellfish imports from North Korea, diplomatic sources said council members are seeking new measures to punish Pyongyang for its sixth and largest nuclear test on September 3.

"We can say we have suspended trade relations with North Korea", Foreign Minister Alan Peter Cayetano told reporters after a meeting with the U.S. ambassador on cooperation on an anti-drugs program.

Washington has presented a draft United Nations resolution calling for an oil embargo on North Korea, an assets freeze on Kim Jong-Un, a ban on textiles and an end to payments of North Korean guest workers.

North Korea has been able to conduct multiple tests of ballistic missiles and carry out nuclear tests because it is able to circumvent loosely enforced sanctions, according to a South Korean television network.

South Korean officials have said they are bracing for a possible further missile test by North Korea when it marks its founding anniversary on September 9.
