France to host 2023 Rugby World Cup

France on Wednesday won the right to stage the 2023 tournament as voted by members of the World Rugby Council in London.

Browne, who admitted the report had left him very surprised and disappointed, said evidently their vision and that of World Rugby as to how a World Cup should be hosted were worlds apart.

The tournament promised the largest ever attendance for a final with a record 87,436 spectators at the FNB Stadium as part of an availability of 2.9 million match tickets for the event - also a record.

First round of voting: France 18, South Africa 13, Ireland 8.

"The Welsh, I think, probably wanted to support Gareth Davies [WRU Chairman] who's director of Rugby World Cup Limited (RWCL) who produced the evaluation report and then disappointingly, the Italians, who we've supported hugely over the past number of years effectively went with the French as well".

Last month World Rugby published an evaluation report which said South Africa should be chosen given it had an overall rating of 78.97, compared with 75.88 for France and 72.25 for Ireland, across a range of criteria.

The exodus of South African players in search of better opportunities overseas continues apace, the financial state of the game there remains parlous and the once-mighty Boks suffered the worst in a succession of humbling defeats in August, 57-0 to the All Blacks.

"When you host the World Cup, you create an aspirational platform and a financial platform that creates enough revenue so you can further your development plans and maybe stem the outflow of the players".

World Rugby had hit back at the criticisms of their process, labelling it inaccurate.

David Sterling, Head of Northern Ireland Civil Service: "I too would like to congratulate France and wish them well for a successful tournament in 2023".

"In our letter, we had a great saying by Albert Einstein and here I paraphrase him: "There are a lot of things that can be counted which don't actually count and there are lots of things that count that can't be counted".

"There's all these issues which are hard for us to understand", he said.

"Our feeling was that in a secret ballot people could vote for whoever they wanted without fear", World Rugby CEO Brett Gosper said.

Mark Alexander, president of SA Rugby, said he was "desolated" and fumed about breaches of protocol by other bidders. Football has been mired in scandal over the staging of its World Cup.

"That recommendation was questioned last week by rivals, but endorsed a second time by World Rugby last week". Our bid team must take vast credit for all their hard work throughout the process.
