"We're going to morph into it", the President told a group of reporters at the White House, when asked about citizenship for younger illegal immigrants who were DACA recipients.

Addressing the status of the Dreamers' parents, who brought them into America illegally, would be "tricky", Mr Trump said.

"I'm going to build it way under budget, but we're putting down $25 billion for the wall", Trump said.

This includes widespread bipartisan support for Dreamers. While they affix blame for their collective failure, they fail to see the American people want governance. "Now, it's up to the Democrats, but they should not be concerned".

The requests, detailed in what the White House is calling a "legislative framework", also include limiting family-based immigration to nuclear families and ending the visa lottery system put into place more than two decades ago.

Including funding for a border wall in immigration reform talks could push away liberal Democrats from supporting long-term funding, but attract conservative Republicans to getting behind a deal. "Protecting Dreamers is our moral obligation". But the number of younger illegal immigrants to be covered by the proposal is new, and far higher than the number that received DACA protections.
