An unarmed security officer helps someone up and races with that person around a corner, moments before the gunman walks into view, firing shots.

Suspect Omar Enrique Santa Perez is displayed on a security video that was shown during a news conference, September 7, 2018, in Cincinnati, detailing the shooting incident from the previous day in the city's downtown business district. The 29-year-old Perez was armed with a 9mm semi-automatic pistol that was legally purchased, Isaac said.

City councilman P.G. Sittenfeld said on Twitter that every city has its sacred spaces, and for Cincinnati that was Fountain Square, "a place of joy and protest and coming together".

A woman who was shot 12 times during a shooting at a Cincinnati bank this week has expressed her gratefulness to first responders for helping her survive the ordeal. He had completed his post-graduation and was working as a financial consultant in a bank in Cincinnati.

Perez arrived at the location in his own vehicle and parked his auto on a nearby street, Isaac said.

"This is clearly an act of grotesque violence to innocent people and it should frighten all of us", said Cincinnati Mayor John Cranley. He then entered the lobby where he exchanged fire with law enforcement.

The gun experienced a misfeed and jammed at one point, but Isaac said it was unclear when that occurred.

According to CNN reports, the three men killed were Luis Felipe Calderon (48) Pruthvi Raj Kandepi (25), and Richard Newcomer (64).

Another witness, Michael Richardson, who works in the Fifth Third Bank building, told the newspaper he was outside smoking a cigarette when he heard gunshots.

Jaenetta Cook, who manages Servatii Bakery on the building's first floor, said she hurried to lock the door after the first two shots were fired. "After that I started running", he told the Enquirer.

The mayor said the incident "is not normal, and it shouldn't be viewed as normal", adding the the United States is the only industrialized nation with frequent active shooter incidents.

Police say multiple people have been transported to an area hospital but there is no word on their conditions.

Streets around the building at the city's Fountain Square have been closed and police have since tweeted the surrounding area "remains on lockdown" until further notice.

One victim died at the scene and two others succumbed to their injuries at the University of Cincinnati Medical Center, Isaac said. "I will be eating lunch on Fountain Square tomorrow, mindful of the true character of Cincinnati".
