Closing the aforementioned plants is not all, though.

Trudeau said the plant east of Toronto and its workers had been "part of the heart and soul" of the community for generations and pledged government support for their families. The plant closure is part of global restructuring, the report added.

He said in a phone interview that the plant closure would have ripple effects well beyond the city of roughly 170,000.

"We're going to have to use all of the power of government to make sure that General Motors understands that they're not betraying this country again", he said.

In October, GM offered buyouts to 18,000 white-collar workers as part of a cost-cutting initiative. The company has said tariffs on imported steel, imposed earlier this year by the Trump administration, have cost it $1 billion.

GM said it will take pre-tax charges of $3 billion to $3.8 billion to pay for the cutbacks, but expects the actions to improve annual free cash flow by $6 billion by the end of 2020.

Trump said Monday that he was unhappy about the Lordstown plant stopping production, and that GM should use the factory for another vehicle.

The plant closure announcement was confirmed late Sunday by an official familiar with the decision.
