MCAS was introduced by Boeing on the 737 Max 8 because its heavier, more fuel-efficient engines changed the aerodynamic qualities of the workhorse aircraft and can cause the plane's nose to pitch up in certain conditions during manual flight.

At the centre of scrutiny is a new automated system in the Boeing MAX model that guides the nose lower to avoid stalling.

A preliminary report into the Lion Air crash showed that the pilots struggled with an automatic safety system, known as the maneuvering characteristics augmentation system (MCAS), which was created to activate automatically only in the event of a high-speed stall.
In November, Boeing issued a bulletin on how to reset the stabilizer if it started to push the plane's nose down.
The FAA said it followed its standard certification process on the Max, while Boeing told the paper the regulatory agency had "considered the final configuration and operating parameters of MCAS during Max certification, and concluded that it met all certification and regulatory requirements".
Officials from the U.S. Federal Aviation Administration and European flight regulators were also present when the data was obtained, the paper wrote.
In 2018, United States pilots had also reported separate issues anonymously to NASA regarding automated flight control problems, but no direct action was taken in response.
However, specific new pilot training is not expected to be defined until the software fix is in place, industry sources said.
Investigators are also looking into a device on nearly all commercial airliners called an angle-of-attack sensor that measures how much lift a plane has and if it can keep flying, per The Washington Post.
