House vote to stop Trump's border wall plan likely to fail

House fails to override Trump’s border wall veto

John Katko voted with House Democrats on Tuesday in a bid to override President Donald Trump's veto of legislation that would have blocked his declaration of a national emergency at the southern border.

The House fell short of the two-thirds majority vote needed Tuesday, meaning that the President's veto is sustained.

House Democrats had hoped the strong showing of GOP support in the Senate might prompt more Republicans to support the veto override than had initially voted for the resolution.

Only 14 Republicans joined Democrats to vote to overrule the president.

"Thank you to the House Republicans for sticking together and the BIG WIN today on the Border", Mr Trump wrote on Twitter after the House vote.

"What we have here is an act of constitutional vandalism - the executive trying to steal the power of the purse from Congress", said Rep. Joaquin Castro, D-Texas.

Republicans said Trump was merely exercising his legal authority to declare emergencies and said Democrats were going too far.

USA authorities made 4,036 border arrests Monday, the highest mark ever, Sanders told reporters in San Antonio, Texas.

"Whether we can succeed with the number of votes is not the point", Pelosi said at an event in NY.

Pelosi had called on lawmakers from both parties to pass the resolution to prevent the president from circumventing Congress's constitutional authority over spending. On top of the $3.6 billion from construction, the Pentagon has formally informed Congress that it wants to steer another $1 billion from personnel accounts to barriers instead.

"President Trump can't take taxpayer dollars to build his wall without Congress's permission", California Attorney General Xavier Becerra, a former congressman who has filed a lawsuit to block Trump's declaration, said following the vote.

After Congress signed an appropriations bill earlier this year that only approved $1.4 billion for border security, Trump declared a national emergency to appropriate additional funds to construct his wall along the U.S. -Mexico border. But Democratic Representative Adam Smith, the Armed Services Committee's chairman, said Tuesday the panel did not approve the proposed use of Pentagon funds.

Fourteen Republicans, a mix of conservatives plus moderates from swing districts, joined all voting Democrats in favor of the override.

This year, Trump sought $5.7 billion in wall funding.

The House easily passed the resolution of disapproval in February. Mr. Trump tweeted on Tuesday.

This month, the GOP-led Senate rebuked Trump with a 59-41 vote blocking his declaration after the failure of a Republican effort to reach a compromise with the White House.

If the House vote fails, the Senate won't attempt its own override and the veto will stand.
