Earlier, former White House security advisor-turned whistleblower Tricia Newbold told Congressional Democrats that President Trump quashed concerns regarding over two dozen officials who were denied access to top secret information over alleged criminal conduct, suspected foreign influence, financial problems and drug use.

The committee, which is led by Chairman Elijah Cummings, D-Md., voted 22-15 along party lines on a resolution to subpoena former White House personnel security director Carl Kline over controversial security clearances.

Lowell could not say whether or not Kushner shared classified information but noted the president's son-in-law took screen shots of his WhatsApp messages and sent them to his official White House email account or to the National Security Council so they could be preserved, as required by the Presidential Records Act.

Kushner, who Trump ultimately demanded be granted a permanent top-secret clearance despite concerns of intelligence officials, told Fox host Laura Ingraham that he "can't comment for the White House's process".

"I would not be doing a service to myself, my country, or my children if I sat back knowing that the issues that we have could impact national security", Newbold told the committee, according to a panel document summarizing her allegations.

In response to Newbold's interview, Cummings is asking the White House to turn over the list she created as well as documents related to the handling of security clearances for several senior officials including Flynn, Kushner and Porter.

Newbold added: "I feel that right now this is my last hope to really bring the integrity back into our office".

Flynn was forced out of the White House within weeks after questions were raised about his private discussions with Russia's U.S. ambassador, as well as other foreign business dealings.

Cummings said Newbold came forward at great personal risk because she feared Republican retaliation. "Official 3's" security clearance denial stuck after Newbold refused to change her recommendation to deny the application, according to the memo.

Kushner laughed and said: "Look, I can say that in the White House I work with some phenomenal people and I think over the last two years the president's done a phenomenal job of identifying what are our national security priorities".

Mr Kline also approved a clearance for that unnamed official.

The freshman lawmaker, who attained fame after defeating the No. 4 House Democrat in a primary upset, said subpoenas would have to be issued to find out what happened "because people in this administration are not cooperating".

The Oversight Committee now plans to authorise subpoenas in order to discover more about the way in which a number of security clearances were issued to a number of individuals, including Kushner.
